"Cleared to land," radioed the control tower.

"Unable to land for ten minutes," replied the pilot.

"Are you declaring an emergency?"

"Negative," sighed the pilot. "Just a little low on fuel." 

"Roger that. See you in ten minutes." 
 
 

What is your explanation for the exchange set forth above?
 
Hint: Under VFR (Visual Flight Rules), the pilot must plan and execute his or her flight so as to assure at least 30 minutes of fuel remaining after a daytime landing, 45 minutes at night.
